In 2021, agricultural production in the MRC des Collines-de-l’Outaouais provided direct employment to more than 265 people and generated revenues of $22.12 million, which represents a 25% increase since 2013.
The farm registration file of the ministère de l’Agriculture, des Pêcheries et de l’Alimentation (MAPAQ) still counted 224 businesses in 2021, which represents stability compared to the results of 2013. The agricultural businesses registered with MAPAQ occupied 28,239 hectares, or 39% of the agricultural area. Of this area, over 18,452 hectares were farmed. In 2021, the MRC’s cultivated area represented approximately 22% of the cultivated area of the Outaouais.

A dynamic agricultural activity plays an essential role on several levels. Indeed, it allows the creation of jobs, the maintenance of rural landscapes favorable to a pleasant living environment and the development of tourist and sports activities. It also contributes to the development of a local identity, to the feeling of belonging to the territory, to the maintenance of a certain food autonomy and to the reduction of the dependence of local companies on external inputs.
L’ARTERRE
L’ARTERRE is a connecting service focused on coaching and matching aspiring farmers with landowners. It favours the establishment of the next generation of farmers by taking over farms (which have no identified successors), by acquiring or leasing assets, and by setting up partnerships in order to ensure the sustainability of Quebec’s agricultural enterprises and heritage.

What is an agricultural zone development plan (french acronym: PDZA?
The PDZA is a planning document that aims to enhance the MRC’s agricultural zone by promoting the sustainable development of agricultural activities.
It is based on an assessment of the situation and on the identification of development opportunities for agricultural activities and is produced by the MRC in consultation with local stakeholders. The document contains the actions that we choose to carry out.
It aims to support local initiatives to promote the development of agricultural activities and thus improve the quality of life in the communities. The PDZA is compatible with the various planning processes carried out in the MRC or in the region and is complementary to them.
In particular, it allows the MRC to enrich its land use and development plan with respect to the priority use of agricultural land for agricultural purposes.
In addition, the PDZA allows the MRC to determine concrete actions to stimulate the development of agriculture on its territory.
The PDZA is divided into four (4) components, namely
- the portrait of the agricultural milieu
- the diagnosis
- the concerted vision
- the action plan.

History of the “Plan de développement de la zone agricole (PDZA)” of the MRC :
In January 2018, the MRC des Collines-de-l’Outaouais initiated, in conjunction with the Ministère de l’Agriculture, des Pêcheries et de l’Alimentation du Québec (MAPAQ), a process aimed at producing a “Plan de développement de la zone agricole (PDZA)”.
Following the public consultations on the “Plan de développement de la zone agricole (PDZA)” held during the fall of 2018, the MRC des Collines had committed to holding a public presentation on the final version of this planning document. However, the health crisis we are currently facing is causing the MRC to restrict public gatherings and, as a result, to revisit its commitment in this regard. In this context, the MRC has decided to allow interested individuals and organizations to express their views on the content of the AZDP and to provide their comments on it. This process is not part of a public consultation process since events to this end have already taken place. However, the comments received will be used to fuel the reflections and discussions of the committee in charge of implementing the AZDP with a view to improving, if necessary, the content of this document and, if necessary, to revise it.
