Election of the Warden by universal suffrage

 

At its meeting held on February 20, 2020, the Council of Mayors of the Municipalité régionale de comté des Collines-de-l'Outaouais (MRC) unanimously adopted a by-law according to which the election of the next Warden will be by universal suffrage. This bylaw cannot be repealed.  

The next municipal elections in Quebec will be held on November 7, 2021.  The election of the Warden of the MRC will take place at that time.  

This decision will optimize the presence of the Warden for the benefit of all the member municipalities of the MRC and will ensure that the Warden has the full legitimacy to play his or her role as a leader in major local, regional and provincial debates and issues. 

The mandate of the Warden elected by universal suffrage shall be for a period of four (4) years.  The MRC Council will then be composed of the Warden and the mayors of each of the local municipalities located on the MRC territory.  

What is the role of a Warden?


Elected officials who hold the position of warden in a regional county municipality (RCM) are unanimous: the role of Warden is surely a mystery to the vast majority of the population!

The Warden acts as the head of the RCM council and presides over its meetings. He or she has a casting vote in the event of a tie.
As "region developers", Wardens have a daunting amount of work to do. They must work to share services and manage regional decisions that affect several municipalities. 
The Warden represents not only the mayors, but also the citizens of his or her MRC. He or she represents them on issues that affect several municipalities. The role of the Warden allows several municipalities to speak with one voice on common issues. 

He or she exercises the right of supervision, investigation and control over the affairs and officers of the MRC.

He or she intensifies the coordination of regional files in different forums and with all levels of government (meetings with ministers, deputy ministers, regional governmental directions, regional tables of prefects, media, other MRCs, etc.).

He or she encourages investment, jobs, grants and contributions.
 

The next municipal elections in Quebec will be held on November 7, 2021. The election of the Warden of the MRC will take place at that time.
